Scope of Work
Cianbro designed and constructed a one-mile highway with three bridges to connect Exit 5 on I-295 with Commercial Street on Portland’s waterfront.  The scope included brownfield sites and facilitation of 20 stakeholder groups to achieve final design acceptance.

Project Details
  • Demolished and removed two of the existing land bridges
  • Reconstructed the Veteran’s Circle intersection to include removal of all roadways, new fills, MSE retaining wall, new roadways, signals, and signage
  • Drove 350 lf of pipe piling and 7,420 lf of H-pile
  • Placed 3,240 cy of concrete for the substructure, superstructure, and barriers
  • Constructed one four span, 370 ft long bridge including pile supports, three piers, pot bearings, steel girders, and concrete decks and barriers
  • Constructed two single span (105ft and 125ft) integral abutment bridges
  • Performed staged fills for the three bridges including geotechnical monitoring of settlements during and after the completion of the fills
  • Installed 342 tons of rebar for substructures and superstructures
  • Erected 756 tons of structural steel for the three bridges
  • Relocated gas, water, sewer, and electrical utilities
Providing a shortcut from I-295 to Portland’s working waterfront, the one-mile roadway along the Fore River will carry 12,000 vehicles daily bypassing busy city streets — increasing pedestrian safety, improving downtown traffic, and spurring economic development.

Unique Challenge

This project required precise timing and planning in order for the necessary utilities to be relocated prior to and during construction of the roadway and bridge spans with minimal disruption to the public, keeping the 30,000 cars per day flowing into Portland.
